2024-25 Integrated Programs Annual Report
Question Context/Guidance 1. As you review your progress markers/overall reflection responses and reflect on plan implementation, how do you see your progress contributing to the Outcomes and Strategies in your plan and your Longitudinal Performance Growth Targets (LPGT)/Local Optional Metrics (LOM)?
Discuss at least one Outcome where you have seen progress in implementation. At Oregon Trail, our core mission is to ensure that every child truly thrives. We pursue this by fostering a safe, supportive, and well-rounded educational experience anchored in rigorous academic expectations and a collective commitment to growth for all students. Within our Integrated Plan, two major focus areas are districtwide achievement in reading and math. Over the past year, we have seen measurable gains in both areas. These improvements stem from the addition of math intervention specialists at the elementary level and the continued strengthening of their practices, data analysis, and collaborative work. We also remain steadfast in our districtwide emphasis on literacy and are intentionally integrating writing across all subjects to further support student success. 2. Where have you experienced barriers, challenges, or impediments to progress toward your Outcomes and Strategies in your plan that you could use support with?
Discuss at least one Outcome where you have seen challenges or barriers to implementation.Although student performance in math and reading has increased across the district, we remain committed to continuous improvement. Our goal is for every student to achieve at or above grade level. One persistent challenge is attendance; ensuring that students are not chronically absent is essential for them to fully benefit from the high-quality instruction and collaborative practices our teachers provide. To address this, we are strengthening our systems of support for students and families while continuing to prioritize effective teaching and ongoing, collaborative professional learning for staff. 3. Review actual metric rates compared to previously created LPGT and LOM and share reflection on progress. Describe how activities are supporting progress towards targets and if any shifts in strategy implementation are planned for the future based upon that current progress. Include specific metrics and target types in your reflection. We are making progress in the majority of our LPGTs and LOMs, which directly reflects the impact of our transition and graduation coaches. As we continue to build and refine our systems, we are identifying additional ways to adjust and respond to our data to better meet student needs. Through this ongoing process, we are cultivating supportive environments and structures that ensure all students have the opportunity to thrive and succeed. -

Report on Compliance with Public School Standards
2024-25 School Year
By November 1 of each year, school district superintendents are required by OAR 581-022-2305: District Assurances of Compliance with Public School Standards to report to their community on the district’s status with respect to all of the Standards for Public Elementary and Secondary Schools. The Standards are adopted by the State Board of Education and set out in Oregon Administrative Rules Chapter 581, Division 22.
The table below contains a summary of Oregon Trail School District’s compliance with each of the requirements of Oregon’s administrative rules found in DIVISION 22 - STANDARDS FOR PUBLIC ELEMENTARY AND SECONDARY SCHOOLS during the 2024-25 school year. For each rule reported as out of compliance, Oregon Trail School District has provided an explanation of why the school district was out of compliance and the school district’s proposed corrective action plan to come into compliance. The corrective action must be approved by ODE and completed by the district by the beginning of the 2026-27 school year.
What are the requirements of the standards? For a general overview of what each rule/standard requires, consult this high-level Rules at a Glance summary. For specific, comprehensive requirements, use the links below for each individual rule.

Integrated Initiatives
The Oregon Dept of Education (ODE) has combined six initiatives that share common goals, overlapping processes, and similar reporting requirements. This effort is often referred to as the Integrated Guidance Initiatives. The intent of the Integrated Initiatives is to streamline grant application processes and align strategies in order to provide better outcomes for students.
ODE has specifically bundled these six funding mechanisms:
* High School Success (HSS): Systems to improve graduation rates and college/career readiness.
* Student Investment Account (SIA): To meet students' mental health/behavioral needs and increase academic achievement/reduce disparities for student focal groups.
* Continuous Improvement Planning (CIP): A process involving educator collaboration, data analysis, professional learning and reflection - toward improved outcomes for students, especially students experiencing disparity.
* Career and Technical Education - Perkins V (CTE): Improving access and participation in education and training programs that prepare learners for high-wage, high-skill, in-demand careers.
* Early Indicator and Intervention System (EIIS): The development of a data collection and analysis system, in which educators collaborate, to identify supports for students.
* Every Day Matters (EDM): Embedded across the five other programs, focusing attention on student engagement, school culture, climate/safety and culturally sustaining pedagogy.
